[c-nsp] passive-interface missing from VRF routing processes?

Using IOS 12.3(14)T5 I noticed that the "passsive-interface" directive
is missing from OSPF processes designated to VRF's.
ie:
ar0(config)#router ospf 130 vrf foobar
ar0(config-router)#pass?
% Unrecognized command
ar0(config-router)#pass
On OSPF processes not related to a VRF instance, passive-interface
exists as usual. Digging through CCO I couldn't find anything on how or
why it does not exist? Anyone have any info?
