[c-nsp] Boot strangeness on 2821

We've got a pair of 2821s which were working fine, until we starting
configuring them...

Now we get:

We had this happen on one router, figured it was a faulty flash or
image.. after much swapping of cards and reflashing it appeared not to
be. We dumped the config onto the partner router (that was working
fine), which then promptly fell over with the same symptoms.

Has anyone seen this before and/or know whether this is likely to be
an IOS/hardware/config fault?
