Bug description is rather vague, but you might be hitting CSCsd37918:
3550 active interfaces reset after cdp is enabled
Symptom:

Active interfaces will bounce / reset.

Conditions:

Issue seen on a WS-C3550-12G platform when globally disabling and then
enabling CDP.
Issue seen in 12.2(25)SED, 12.2(25)SEC2, 12.2(25)SEB4
Issue NOT seen in 12.1(22)EA6
