[c-nsp] inconsistent TLB values

Agreed. Particularly given that vlans are a limited resource and used by
many other features (like internal vlans by routed ports, wan ports
etc..) on the 65xx/76xx, it will be useful to freeup these vlans.
I believe that we have an enhancement request filed in this area.
I will try to find that, and if there is none will get one opened.
