Little in the way of magic needed for me:

interface ATM0
 no shutdown
 no ip address
 no atm ilmi-keepalive
 dsl operating-mode auto

interface ATM0.1 point-to-point
 description Payload PVC
 ip address <wan-address> 255.255.255.252
 no ip redirects
 no ip unreachables
 pvc 8/35
  vbr-nrt <Upstream> <Upstream> 1
  oam-pvc manage
  encapsulation aal5snap
 !

But if you can't even get a carrier on ATM0, it sounds more like the line is
not activated or not plugged in.
