There's not a lot of detail here, but Appendix E of
http://contributions.atis.org/UPLOAD/PTSC/LAES/PTSC-LAES-2006-014R2.doc
seems to sketch out the role of APDUs and other parts of the document
suggest that it's a VPN tunnel of some kind, but doesn't seem to dictate
whether that's IPSec or GRE.
