[c-nsp] [sanity check] cipMacSwitchedBytes works, but cipMacHCSwitchedBytes doesn't?

	It will only count traffic that is destined for the software
switching path.  ie: local to the box (primarily).  otherwise, you need
SPA or other linecards.
