[c-nsp] Slow CLI in 2821

Dave,

I have just done:

no aaa auth comm 1
no aaa auth comm 15

and CLI is fast as should be.

This router connects my company to Internet. Do you think this level of 
authentication is really necessary?
I have auth and acc for login, enable and exec already.

Three things to look for:

1. packet loss / drops to box
2. tacacs / radius  auth/accounting per-command in exec
3. lack of "service nagle" configured.
