There was a known issue with 6704 10G cards in which a firmware
upgrade (to the line card) was necessary. Perhaps you are
running into this issue...

You should be able to re-enable cef by doing:

conf t
ip cef distributed

if that doesn't work, what error message do you get?

Also, on your 6704 linecards, do you have CFC? What
rommon
do those have?

(sh mod)

You can fetch the images here:

http://www.cisco.com/cgi-bin/tablebuild.pl/cat6000-rommon

(make sure you get the right ones ;))

	c2lc-rm2.srec.122-18r.S1

works for the CFC and DFC. Cisco has been shipping most
of them with the 14r image.

It's worthwhile to upgrade your rommon on your MFSC, SUP
and CFC/DFC linecards as there are some bugs related to dual-sup,
etc.
that will help with keeping the hardware in the right state...
