[c-nsp] BGP sessions won't establish.

Different routers.  The one that works is at the other end of the 
ethernet.  The one that doesn't is one behind it I think.  They told me 
to use ebgp-multihop 5.  The packet trace shows their packets arriving 
with a TTL of 4.  ON the off chance of some weird path, I changed 
ebgp-multihop to 10 without fixing things
