[c-nsp] confreg 0x42 on a Sup32

Hi Graham -

The same rules for confreg that apply to the other c6k sups apply here as well.

Typical/recommended for sup32 is 0x2102. To 
ignore config 0x2142 will do it. 0x42 should work 
too, but for one thing, ignore break will be 
disabled, which is not desirable (router can drop 
to rommon during runtime due to deliberate/spurious break).
