[c-nsp] Bonded T1 Circuits

Looks like I'm late to the game but I would recommend MLPPP.  Note the EC 
card has the MLPPP offload so I would stick with those.

The only thing to be aware of is always turn off frag (I believe you have 
received config examples of this).
