Ah, good point.  If you have "routed" interfaces, these will use up VLANs 
in the range starting from 1007.  Try "show vlan internal usage" to see 
what is used, and for what.

(Some of this is "routed interfaces", and others is "even more internal
usage", like netflow or diagnostics).

You can change the vlan range used with the command 

Cisco(config)#vlan int allocation policy ?
  ascending   Allocate internal VLAN in ascending order
  descending  Allocate internal VLAN in descending order

"descending" allocates from 4096 downward.
