[c-nsp] Cleanest way to remove a redundant SUP720-3BXL

Have you read this :

I have been through this situation several times and OIR really works... but
hey, you never what can happen out there ;-)

Maybe you should cut-off power from that particular module before removing
it but no garanties either.

In any case, if you perform this task during a scheduled maintainance
window, almost everything is allowed.
