[c-nsp] ASR1k marking control plane packets with proper EXP (CoS) bits

Hi,
I'm just testing a scenario using ASR1k as a PE. I can see that by
default the control plane packets (LDP, VRRP, BGP, etc) have correct
IP DSCP marking (CS6). They do not have any EXP bits sets though, when
the the packets are label-switched. I tried to apply an outbound
policy on control-plane to get them marked in EXP bits but that is no
supported on outbound service policies. For the same reason I can not
do that on a physical outbound interface. I'm using 3.0.1S software.
Is it possible at all to get it marked in EXP?
