[c-nsp] Bridging 802.1q tagged Ethernet traffic to multiple T-1 in a DS-3

I'm sure someone will correct me if I'm wrong but I didn't think there was a
way to exclude vlans on a bridge group. Depending on the number of vlans you
could break them out into physicla ports and the create different bridge
groups for each T1 interface.
