One small update: it's not a "SXI2 is generally broken" problem, it's
more subtle.  I have set up a lab router with SXI2 and mirrored the
configuration of the problematic router - and voila, it forwards RPVSTP
PDUs just fine.

The difference is that on the lab router, I'm using one of the Sup720-10G
"on-sup" GigE ports, while the "problem router" uses a port on a 6724-SFP.  
So it might be due to hardware misprogramming on the 6724, but I can't 
lab-test that right now (no 6724 for lab).  

TAC is thinking about it...
