All in all I completely understand why the partner charges for the hours
used. That's their living. And AFAICT it's standard procedure to
reimburse the customer upon subsequent purchase from the partner.

So the only problem I have is that the management was convinced by
"someone" at Cisco or the partner that this was "free", only to later
discover that nothing is really free.

Honesty would solve this. But I guess that's hoping too much from sales
people. :-)
