[c-nsp] Broadband Right-To-Use Feature Lic for ASR1000 Series (FLASR1-BB-RTU)

Hey,

Using all the feedback gathered the different posters, it seems like Cisco
isn't very coherent about the speech to adopt.

Who can and who can't ? etc...

Maybe the better way to find out is to test. If some of you guys have any
other clues, please share.
