[c-nsp] Does anyone knows how to download IOS on a ASR1002?

My customer has a ASR1002 with no IOS.  How should we go about getting 
IOS and downloading onto thee ASR1002?

"No IOS was found on the box....flash is empty..
I cant boot device".
