[c-nsp] Multicast not passing over Q-in-Q tunnel

Hello,
Have you tried/checked that:
1/ link-layer IP mcast 224.0.0.0/24 is passing?
2/ disable IGMP snooping
3/ set 6500 ports as mrouter ports?
