[c-nsp] Nexus N7K-M132XP-12 powerup

Hi Renelson,

My first suspicion would be that these are in fact N7K-M132XP-12L 
cards (note the trailing "L"). The "L" version of this card is only 
supported from 5.1, I'd recommend 5.1(3).

Otherwise, I'd open a TAC case, as support for the non-L version is 
there from day 1.
