[c-nsp] 4500x logs Rx power low even with no link

Hi Jeff,

Actually the platform informs you, that it doesn't receive any light, just as you would expect. Note, that the SFPs can't inform the switch, that no fiber cable is attached. Therefore it keeps informing you about the missing signal. Only way to mitigate this, is to shutdown the interface or attach a working fiber cable...
