The AP is in Lightweight Access Point mode, it needs a controller in
order to be configured.
You need to change it into Autonomous mode in order to configure it via CLI.
In order to do this the AP software needs to be changed.
I can't find the cisco.com doc describing this process, but this can
point you in the right direction.
