As opposed to the 7200 the asr has some interesting features for qos that may help in your situation
You can aggregate policies from different interfaces into one shaper, keyword "fragment" when searching docs.
Another interesting feature is the hierarchical aware classed based policing allowing you to decide which traffic to drop in a rate limiter.
Make sure to read about bandwidth remaining ratio as well that is useful to fairly redistribute non priority bandwidth between customers.
