Isn't the 10GBASE-W SONET/SDH rate 9.95328Gb/s?
2Gbps seems too much of a tax due to wan-phy

Interesting that only couple of the 3 upstream ports have this issue
Are these ports in a bundle?
Or maybe some pushback is going on that's not related to the box
