[c-nsp] NPE-G1s don't want to talk to each other over copper?

I wonder.  Shouldn't this never be needed for Copper Gbit?  As it will
always use all 8 pairs anyway, and figure out which goes where.

This "mdix auto" stuff is 10/100.

(And no, you can't turn off autoneg on copper GE)
