Here's your answer: incompatible xFC models.  You have a 3CXL supervisor 
but a 3C DFC aboard the 10G card.  It won't power up when inserted into 
a running system.

Step 1: remove the module immediately.  If the device reloads <now>, 
it'll reboot into 3C mode, which means insufficient FIB slots for a full 
table, and that's Bad News(tm).

Step 2: get a WS-F6700-DFC3CXL and replace the -DFC3C.

Step 3: reinsert the card.
