Do you have ip/tcp connectivity between the IP/tcp endpoints of your LDP sessions ? You may give it a try telneting between your LDP session IPs and towards tcp 646.

I know, but as you can see, others still have a few machines with that version, as well.

We are filtering to prefixes which are allowed to talk to that box.
