[c-nsp] Configure port to supply PoE only

When I need to have a physical link up but not pass traffic, and I
have a layer 3 image, I do "no switchport" and "no ip address" on the
interface.
If there is no layer 3 capability you might try setting "switchport
trunk allowed vlan none" and setting native VLAN to a nonexistent
VLAN, then switching to mode trunk.
