[c-nsp] Cisco nas coa pppoe dynamic qos

Hi,

We use CoA on our 9k BNGs. This is the syntax we use:

Cisco-AVPair +=
"ip:qos-policy-out=add-class(sub,(class-default),police(10000),set-ip-dscp(0),set-cos-inner(0))"
