[c-nsp] No Mpls commands

Ahh. That looks like it may have been it.
License Level: MetroIPAccess
License Type: Permanent
Next reload license Level: MetroIPAccess
I was able to set it to
(config)#license boot level AdvancedMetroIPAccess
% use 'write' command to make license boot config take effect on next boot
But it appears I need to reboot for it to take, as there's still no access
to any of the mpls commands or configuration
