[c-nsp] ASR920 - 10Gig license - Physically at 10G but software shaped at 1Gbit.

Hi,

We are having sporadic issues with ASR-920-4SZ-A on 3.18 with the 10G
license. It seems like the Dual-Rate ports are negociating to 10G
physically but still shaping the bandwidth per port to 1G, which is really
annoying as the box itself doesn't report any issues. The dual-rate
documentation also tell me that the 920 should either shutdown the port or
be unable to negociate at 10G if it encounters any issues. We we're able to
fix one box by changing which ports we we're using.

We are running 03.18.01.SP.156-2.SP1.

As anyone else encountered something similar?
