Have you tried resetting all the settings in the phone? I had a 7960
that did something like that, I went into the network settings menu and
reset it and then it was fine..

Subject: [cisco-voip] 7905 is searching non existing DHCP
Hi all,
listen to this bizare thing:
I have a new 7905G model (recently unpacked) in a new CCM 3.3(4) setup
running in IP 10.254.254.5 (DHCP also runs on this CCM).
Every time this phone resets, it takes a long time to get connected to
CCM and is searching a DHCP in a IP that is not configured (10.1.200.250
or something like this!!). It searches this IP for two times and in the
second time, although it says 10.1.200.250 it gets connected to the call
manager!! At the same time, a 7960 has no problems and it gets connected
really quickly!!
Any ideas?
Thanks.
