[cisco-voip] Web Dialer Failure

Dear Group,
We have installed CCM 3.3(4) with Service Release 2 (publisher and
subscriber servers), CRA 3.1(3) server and Unity 4.0(4) server,
all servers have been integrated with Corporate Active Directory
and Enterprise domain. All CallManager functions, Unity Functions,
including AutoAttendant applications, User Options setting
for CallManager and Personal Communications Assisitant, work fine.
Nevertheless, when I tried to log in WebDialer page:
http://<ip address or name of CallManager>/webdialer/Redirector?
and I got: "Service not enabled for you, please contact your administrator";
If tried the following page to find one person and click him to dial:
http://<ip address or name of CallManager>/CCMuser/directory.asp
and I got: "Service temporarily unavailable, please try again later:
Cisco CTIManager down". As I check the WebDialer Troubleshooting page:

both corrective actions are the following: "Allow a short time lapse and
retry your connection..."
Any ideas?
