[cisco-voip] CTI PORTS OOS!!!

Any one now how to fix this? I have made the correct configuration for the
Callmanager and CRS to support cti ports I have added them to a specific
user but when I shut down the publisher and all cti went to the sub they
where working but when the pub when up all the cti ports where still at the
sub then I restarted the CRS engine and suddenly all ports went OOS
(OUT_OF_SERVICE) I got this message in the trace files:
