External Secondary 1

Then on the PBX side If I put it on Internal the PBX get's LOS and CRC

If I put it on External then it only gets clock slips.

Unless fax-relay is turned on, everything will be processed as a voice
call.  The reason the fax and modem calls fail is due to the clock
slips.  A person might hear a pop or crack, a modem or fax machine won't
tolerate a pop and thus begin to retrain.  A single slip is definitely
capable of causing a modem/fax call to drop.
 
After having done some checking on the settings, are you setting your
PRI to the PSTN to "External" or "External Primary"?

That's the funny thing.  It is, but the PBX vendor says I need to
provide the clock, and when I provide the clock it starts showing LOS
and CRC.

That's why I'm starting to wonder about how the modem calls are being
processed by the VGW.

It's been awhile...but it sounds like the PBX clock isn't sync'd to the
telco.  Can you not set the PRIs going to the PBX to line?
