Thanks Klaus, this works perfectly.

To summarize: using translate-outgoing calling in just the dial-peer voice
pots didn't translate the CallingNumber/CallerID sent to the Radius server
for authentication.  Using translate-outgoing calling in the voice-port
fixed my problem.
