[cisco-voip] No DT on one extension with CME

The cool thing is that the problem follows the DN, if you put it on another
phone, the other phone exhibits the same bizarre behavior.

You can pick up the phone, the first DN is selected, you hear no dialtone.
The display on the phone is as if you were making a normal call. You can
dial and it says ring out, but the other phone will not ring. Other DNs on
the same phone (in different spots) work fine.

I have set the router to reboot at 2AM and that might clear it up, but I
would rather give them a real solution to the problem
