You shouldn't have to buy a new phone unless it's a physical problem
with the hardware, is the phone on a contract or under warranty if so
the replacement should be free.  I'd try forcing a reload of the load to
see if that's the problem...If it's the physical hardwre then you will
have to get it replaced..

I have a 7960 cisco ip phone in the network, this phone has lost it's
volume and does not ring anymore. the problem started friday.
 
what can i do to get volume and the ringer tone back operational.  last
time we ended up buying a new phone.
