If you call TAC they actually have a DDTS on this. They also have a
handy setup of instructions on how to fix the firewall to allow the line
state to work.

Hi Marcin,
We have seen problems with XP PC's when the built-in Firewall is
enabled. If you have this please try disabling the Firewall to see if
the Line State works.
