Also check under the CM service parameters to see if H.323 fast-start is
on. I've seen some compatibility issues with this feature and non-Cisco
devices.

S8700 is listed under gateways.
Turned off "Wait for far end H.245". Having the same outcome though.
I am running a trace to see if anything else is apparent.
