[cisco-voip] Change "Redirecting Number" Calling Plan/Type

You have to disable G.729 support by adding the following registry in
order for it to invoke a transcoder:
HKEY_LOCAL_MACHINE\SOFTWARE\Active Voice\AvSkinny "G729
Enabled"=dword:00000000
Unless there is a better way to do it.
