[cisco-voip] 7200 NON VXR + PA-VXC-T1

I've seen that DSP problem on other platforms, even
with newer IOS. The newer IOS is much better then the
old 12.1/12.2 days when it comes to this it seems but
the DSP problems still bite now and then. 

I've only had one or two run-ins with issues on the
7200 PA but the DSPs are on the card and can't be
swapped out or moved around if you run into a problem
if I recall correctly. Not sure if all models are like
that. On the other hardware if I was in a bind, I
would have them flip DSP SIMMS, PVDMs around or re-do
ds0-group #s, etc to work around a bad/fallen DSP.
