Andy,
Can the switch span the FE 7/1-4 ports going to the ACT? I'm curious
if a sniffer trace would show for certain the good audio going to the
ACT but silence coming from it.
What DSPWare is on your ACT (show voice dsp)? What IOS on the CMM (see
CSCef33292)?

dtmf tone which is odd, but no actual voice.
The phone vlan can ping the Gig0/1 interface of the CMM, the phone vlan
can ping the ip addresses assigned to the FE interfaces for the ACT
card.
The conference bridge is registered in CM. The switch side has the
Gig7/1
and FE 7/1-4 all in the same VLAN.
