[cisco-voip] Music on hold problem.

We are running Call manager 4.1(3)sr1 and are having some issues with
Music on hold at two sites.
 
We have a Media Resource group which is being used by our main site and
all of branch offices, two offices have come back to us and have said
they no longer wish to have the 'Music on Hold' facility and would
prefer no hold music at all.
 
I have removed the Media resource group from the gateway and have
removed the media resource group list and user/network hold audio
sources from the phones (7970's), but after resetting everything I am
still getting the hold music.
 
Can anyone shed any light on why this is happening?
