[cisco-voip] pstn gw question

I have setup my pstn gw with basic defaults and am just trying to get
intial connections.

>From the IP phone on the call manager when I dial a pstn number, I get a
dial tone after the 

Seven digits, I then dial the number again and the call completes
successfully.

 

This is my setup

7970 - CCM4.1.3--3725/H323/1MFT1/--> Atlas800 -->FXS phone.

 

The fxs is 5551111

The ip is 3651111

 

The calls complete either direction, however I have to dial twice?
