[cisco-voip] CCM - weird pilot point problem

I suspect the ideal solution for you is to use a codec-class on the  
voip dial-peer that will allow it to do 711a or 711u (or whatever else  
you put in the class).

Your IP phone has no issues because it can "talk" g729, g711a, g711u,  
etc.  Right now your gateway is only advertising support for 1 codec.
