[cisco-voip] CallManager Problem - Make outside call

Dear Kevin,
I found that my ISDN layer 2 status stock in "TEI_ASSIGNED" &
"AWAITING_ESTABLISHMENT". But the MGCP packet and registration with CCM
looks normal.
I also found that in the router "sh ver", there is no "Primary Rate ISDN
software, Version 1.1."
and I can't use "encapsulation ppp" in serial1/0:15, it shows "%Hardware
does not support ISDN data calls; encapsulation not set."
My router platform is Cisco 3745 (R7000) processor (revision 2.0), below is
the "sh ver":
