[cisco-voip] Understanding Call Routing rules in Unity

The attempt sign-in is for subscribers only. The attempt sign-in just means, if you call from a subscribers phone, ask them for the password.

If you call from a non-subscriber phone, you will get the opening greeting. 

What you are seeing is the expected behaviour.

  In Unity the direct and forwarded call routing rules have the first rule set to default sign in and attempt forward to greetings and these are valid for both types of calls(Internal & External ). So whenever I call from Non Subscriber phone it should match the first rule and not the second rule for openning greeting .How does Unity determine which rule to use if the first rule is applicable for both types of calls.
